The instrument of ratification of France contained the following declaration:
The Republic of France interprets, for the application of the provisions of paragraph
1 of Article 9 of the Tokyo Convention as amended by the Montreal Protocol of 2014,
the notion of serious offence as referring to the offence likely to be considered
as such according to the criminal laws of the State of registration of the aircraft
or according to those of the State of the operator.
