examination of marks by the industrial property institution responsible for patents
for invention.
- The People's Republic of Bulgaria considers that the provisions of Article 14(1)
of the Madrid Agreement are incompatible with the Declaration of the General Assembly
of the United Nations on the granting of independence to colonial countries and peoples,
adopted by Resolution 1514 (XV) of December 14, 1960, which proclaims the necessity
of brining to a speedy and unconditional end colonialism in all its forms and manifestations.

The Council of State of the Socialist Republic of Romania considers that the maintenance of the state of dependence of certain territories to which reference is made in Article 14(7) of the Madrid Agreement Concerning the International Registration of Marks is not in accordance with the declaration on the grant of independence to colonial countries and peoples, adopted by the General Assembly of the United Nations on December 14, 1960, by Resolution 1514 (XV), in which is stressed the need to bring an end rapidly and unconditionally to colonialism in all its forms and manifestations.
