Cyprus

In accordance with Article 3 of the Protocol, the Republic of Cyprus declares that the rights under the said Protocol shall be available in relation to Municipalities and Communities as defined, created and functioning respectively under the erstwhile relevant Laws of the Republic, i.e. the Law on Municipalities and the Law on Communities.

Georgia

Georgia declares that for the period of temporary occupation of a part of the territory of Georgia – the Autonomous Republic of Abkhazia and Tskhinvali region as a result of military aggression by the Russian Federation and until the complete restoration of the constitutional law and order and effective control by Georgia over such occupied territories, the application and implementation by Georgia of the obligations under the Protocol, as applied to the aforementioned occupied and uncontrolled territory of Georgia, is limited and is not guaranteed.

Norway

In accordance with Article 4, paragraph 1, of the Protocol, the Government of Norway declares that the Protocol shall not apply to the territory of Svalbard.

Slovenia

The Republic of Slovenia declares its willingness to fulfill the provisions of Additional Protocol.

Switzerland

In accordance with Article 3 of the Additional Protocol, Switzerland declares that the Protocol applies in Switzerland to the political communes (“Einwohnergemeinde” / “comuni politici”).

Ukraine

16-12-2014

Ukraine shall take the measures regarding the exercise of the right to participate in the affairs of a local authority, set out in paragraph 2 of Article 2 of the Additional Protocol, in accordance with its constitutional order.
