The French Government has declared that France will apply only in certain specific cases or conditions the rules of jurisdiction defined in paragraph 1, sub-paragraph d, of Article 19 of the Convention. Thus, it will not establish its jurisdiction over an offence referred to in Articles 15 to 17 of the Convention when the offence is committed by a person having his or her habitual residence in its territory. Similarly, it will only establish its jurisdiction over an offence referred to in Articles 15 to 17 of the Convention when the offence is committed by one of its nationals under the conditions provided for in Articles 113-6 and 113-8 of the Criminal Code (dual incrimination and need for a complaint from the victim or an official denunciation from the State where the acts were committed).
Greece

In conformity with Articles 37, paragraph 1, and 19, paragraph 2, of the Convention,
the Hellenic Republic declares that it reserves the right to apply the rules of jurisdiction
laid down in Article 19, paragraph 1.d, of the Convention only with respect to offences
committed abroad by one of its nationals, under the terms and conditions of Article
6 of the Greek Penal Code. In particular:
1. Greek penal laws shall apply to offences under Articles 15-17 of the Convention
committed by a Greek national abroad if the said offences, with their particular features,
are punishable also under the laws of the country where they were committed or if
they were committed in a constitutionally unsettled country.
2. Prosecution for the same acts shall also be turned against an alien who was Greek
at the time when the act was committed. It shall also be turned against a person who
acquired the Greek nationality after the act was committed.
3. For offences under Articles 15-17 of the Convention, which, in accordance with
the Greek penal laws, constitute misdemeanors, namely that are punishable by imprisonment
of up to 5 years, by confinement in an establishment for the detention of adolescents,
or solely by pecuniary penalty or by community service, even when prosecuted ex officio,
the provisions of the previous paragraphs shall apply only when there is a complaint
by the victim or a request by the Government of the country where the misdemeanor
was conducted.
Pursuant to Article 9, paragraph 2, of the Convention, the Hellenic Republic declares

In the event that this Convention were to be ratified by the United Kingdom and extended
to Gibraltar, the Kingdom of Spain would like to make the following declaration:
1. Gibraltar is a non-autonomous territory whose international relations come under
the responsibility of the United Kingdom and which is subject to a decolonisation
process in accordance with the relevant decisions and resolutions of the General Assembly
of the United Nations.
2. The authorities of Gibraltar have a local character and exercise exclusively internal
competences which have their origin and their foundation in a distribution and attribution
of competences performed by the United Kingdom in compliance with its internal legislation,
in its capacity as sovereign State of which the mentioned non-autonomous territory
is dependent.
3. As a result, any participation of the Gibraltarian authorities in the application
of this Convention will be understood as carried out exclusively as part of the internal
competences of Gibraltar and cannot be considered to modify in any way what was established
in the two previous paragraphs.
4. The procedure foreseen in the Arrangements relating to Gibraltar authorities in
the context of certain international treaties which were adopted by the Kingdom of
Spain and the United Kingdom on 19 December 2007 apply to this Convention.
5. The application of this Convention to Gibraltar should not be interpreted as an
acknowledgment of any right or any situation regarding areas not covered by Article
10 of the Treaty of Utrecht of 13 July 1713, concluded between the Crowns of Spain
and of the United Kingdom.

manipulation of sports competitions is the Commission intercantonale des loteries
