In accordance with Article 15 paragraph 4 of the Amendment, the Government of the
Kingdom of Norway declares that it does not intend to be bound by the procedures set
out in article 13bis, paragraph 7, as regards the amendment of annexes IV-XI.

Pursuant to article 15 (4) of the Protocol amended by decision 2012/2, Switzerland declares that it does not intend to be bound by the procedures set out in article 13bis, paragraph 7, relating to the automatic entry into force, as regards the amendments of annexes IV – XI.
United States of America

The United States does not accept the procedure set out in paragraph 7 of article 13bis with respect to amendments to annexes IV to XI. Accordingly, consistent with paragraph 6 of article 13bis, for amendments to these annexes the procedure set out in paragraph 3 of article 13bis will apply for the United States.
