Finland

The use of the Ariane launcher by another Member State of the European Space Agency or by a third party cannot be interpreted as engaging the liability of the Finnish Government.

Germany

The Government of the Federal Republic of Germany understands the provisions of the above Declaration in the light of the written statement conveyed by the Government to ESA on 5 April 1991.

Norway

The Government of Norway considers that section I.4 (c) of the Production Declaration does not require national actors to use Ariane launchers in preference to others for all launches. It is Norway's experience that other states that are parties to the Production Declaration interpret section I.4 (c) in the same way.

Sweden

...confirm our previous reserve that it is the understanding of my Government that a decision on the use of the Ariane launcher by another state member of the European Space Agency cannot be interpreted as engaging the responsability of the Swedish Government.

United Kingdom

1. The Government of the United Kingdom of Great Britain and Northern Ireland shall incur no new financial commitments.
2. In addition, any future United Kingdom contribution shall be limited to a share proportional to the United Kingdom's industry share of work on the production of launchers.
3. Finally, the United Kingdom would like to recall that the meeting of Government Representatives on the renewal of the Declaration on the Ariane Launcher Production Phase agreed, at their 6th meeting on the 19 April 2001, that buying services from a private operator did not constitute a national programme in relation to the agreement to grant preference to the Ariane Launcher under Article L4(b) of the Declaration.
