In view of the equality from the point of view of public law between the Netherlands, Surinam and the Netherlands Antilles, the terms "metropolitan" and "non-metropolitan" mentioned in the Convention no longer have their original meaning so far as the Kingdom is concerned and will consequently be deemed to mean "European" and "non-European".

In view of the relation from the point of view of public law between the European part of the Netherlands, Aruba, Curaçao, Sint Maarten and the Caribbean part of the Netherlands (the islands of Bonaire, Sint Eustatius and Saba), the terms "metropolitan" and "non-metropolitan" mentioned in the Convention no longer have their original meaning so far as the Kingdom of the Netherlands is concerned and will consequently be deemed to mean "European" and "non-European".
