1. The United States Government shall make every reasonable effort to have the Gulf
of Mexico designated a 'special area' governed by the terms of regulation 5 of Annex
V to the 1978 Protocol Relating to the International Convention for the Prevention
of Pollution from Ships, 1973 (MARPOL 73/78).
2. The President shall include this understanding incorporated by the Senate in the
Resolution of Ratification in the Instrument of Ratification to be deposited with
the Secretary-General of the International Maritime Organization.
