Where the provisions of this Convention and its additional Protocol could be interpreted as impeding activities deemed necessary for national defence, the Government will not apply the said provisions to these activities. It will nonetheless, while carrying out these activities, ensure the adoption of appropriate measures that, to the fullest possible extent, take account of the objectives of the Convention and its additional Protocol.

The applicable international rules and standards established by the competent international organisation referred to in articles 5 and 6 of the Convention will only be valid for the Government of Mexico in so far as this Government has accepted them either by vote or through the adoption of an international instrument on the subject.
