The Republic of Cuba declares that it does not consider itself bound by the provisions of Article 39 of the present Agreement and that the Cuban Customs Authorities will act in correspondence with the present reservation and will require the documentation related to the prior official authorization from Cuba to carry out surveillance on Cuban national territory. Said measure will promote the best compliance of this Agreement.
